A Structured Infrastructure Lifecycle

The DBOT (Design-Build-Operate-Transfer) structure provides a defined framework for the development, financing, operation and eventual transfer of 3G Energy Stations. The model brings together project design, land development, PPP participation, institutional financing, infrastructure construction and long-term commercial operations within a structured four-stage lifecycle.

The Four-Stage DBOT Lifecycle

01 — Design

Pre-Letter of Confirmation

The project begins with the Design Stage, where the comprehensive technical and commercial framework for the 3G Energy Station is developed.

The station integrates:

The required land parcel is secured through a long-term lease arrangement, normally for an initial period of 30 years.

The Design Stage concludes when a vetted PPP Allottee submits its formal Letter of Confirmation (LC).

02 — Build

Post-LC to Commissioning

Submission of the Letter of Confirmation transitions the project into the Build Stage and activates the project's specialised financing mechanism.

The Letter of Confirmation serves as the financial commitment that enables institutional financing for a dedicated station-level Escrow Account.

Once the escrow is funded, construction and infrastructure deployment begin.

03 — Operate

The Commercial Concession

Once construction is completed and the station becomes operational, the project transitions from a capital expenditure phase into a commercially operating, yield-generating asset.

Operational rights include management of:

The long-term infrastructure model is supported by a First Right of Refusal attached to the land parcel.

This provides the primary right to renew and secure a subsequent 30-year lease tenure, supporting continuity of the infrastructure beyond the initial lease period.

04 — Transfer

The 17-Year Threshold

The DBOT structure culminates in the Transfer Stage at the defined 17-year maturity threshold.

The transfer mechanism is activated once the initial PPP Allottee has successfully achieved a 20% Return on Investment (ROI) through cumulative annuities and monetisation streams generated by the asset.
